80% of China's medical resources are concentrated in 20% of the big cities, and people's medical treatment is concentrated in large hospitals, which leads to long waiting time for medical treatment and urgent shortage of hospital beds. It is one of the secondary measures to improve the community medical network and make the masses enter the community with minor diseases and the major ones in hospitals. Serious diseases into hospitals and minor diseases into communities is a reasonable way to allocate medical resources. Community medical institutions will become the main body of community health services such as prevention and health care, basic medical care, health education, disease control and so on.

The effect of community medicine in China is still in its infancy. In 2009, community health service centers and service stations accounted for only 2.98% of the total number of health organizations, and its health technicians accounted for only 4.52% of the total number of health technical personnel. There is still room for improvement in the human resources of community medical institutions.

There is still a big gap between community medical institutions and large hospitals in terms of equipment, degree of diagnosis and treatment and other objective conditions. Some community medical institutions are lack of hardware, outdated equipment, and even the internal environment is too poor, which affects the residents' determination to see a doctor. Moreover, many community medical institutions have single business and low technical level, and are generally lack of general practitioners and junior talents.
